Block / Parcel (Ada / Parsel)

A property's unique identifier in the Turkish cadastre. 'Ada' = block (group of parcels in one map sheet); 'Parsel' = specific land parcel within a block. Combined with the map sheet number, it forms a nationwide unique ID.

Block and parcel (Turkish: *Ada* and *Parsel*) are the two numbers that form every Turkish property's unique identity in the cadastre system. Ada (block) is a group of parcels on the same map sheet (*pafta*) — typically a city block surrounded by roads or natural boundaries. Parsel (parcel) is a single independent land unit within a block — the object of an individual ownership. Parcel numbers start from 1 within each block.

Identity structure: The triple Pafta No + Ada No + Parsel No uniquely identifies a property within Turkey. For example, "Beşiktaş district, Etiler neighbourhood, block 1234 parcel 5" is unique. The same block number can appear in different neighbourhoods, but the neighbourhood + block + parcel triple is unique. TKGM's MEGSİS (Spatial Real Estate System) manages this identity system digitally.

Query methods: (1) parselsorgu.tkgm.gov.tr — public, by map or by block-parcel input; (2) e-Government 'Title Information Query' — shows one's own properties by Turkish ID; (3) WebTapu (webtapu.tkgm.gov.tr) — owner login for detailed operations; (4) in-person at the Land Registry/Cadastre Office.

Changes via zoning implementation: Under Law 3194 art. 18, a zoning implementation (parcelling) in an area changes cadastral block/parcel numbers — new zoning blocks and parcels are created. A cadastral parcel typically follows historical/topographic boundaries; a zoning parcel is planned and regulated. Cadastre 22/a renewal work can also change block/parcel numbers.

  • 1.Levent, Beşiktaş (İstanbul), block 1500 parcel 12 → parselsorgu.tkgm.gov.tr shows the exact area, boundary coordinates and zoning status.
  • 2.A plot was subdivided: former block 1000 parcel 5 → split into new parcels 8 and 9 of block 1000; new title deeds were issued.
  • 3.In a zoning implementation (art. 18), former cadastral parcel 250/3 was replaced by zoning parcel 425/7; the title registry was updated ex officio.

Yes, in three cases: (1) Zoning implementation under Law 3194 art. 18 — cadastral parcel becomes a zoning parcel with a new number. (2) Subdivision (ifraz) / merger (tevhit) — old numbers are cancelled, new ones issued. (3) Cadastre 22/a renewal — conducted to correct technical errors. In all cases the title registry is updated automatically.
Can the same block number exist in two neighbourhoods?expand_more
Yes — block numbers are assigned at neighbourhood level, so the same block number can appear in different neighbourhoods. For full identity, **province + district + neighbourhood + block + parcel** is used. TAKBİS handles this hierarchy automatically.
Why does the map sheet number matter?expand_more
The map sheet (*pafta*) is the systematic division of the cadastral map — every block is registered on one sheet. Legacy cadastre records wrote the sheet together with block-parcel (e.g. 12.sheet/1234.block/5.parcel). Modern digital systems fetch it automatically but official documents still list it. The sheet provides scale and positional reference.
